Judy Ann Carter, 71, of Valparaiso passed away Tuesday, August 20, 2024. She was born December 31, 1952 to William & Loveada (Bolin) Garrett and graduated from Merrillville High School. She enjoyed her active membership at St. Teresa of Avila Catholic Center. Judy made her career as an Office Aide at Valparaiso High School for over a decade before pursuing her passion for decorating and event planning; establishing Bella L Designs which specialized in home decorating, wedding planning, and realtor stagings. Her designer desserts, baking talents and a gingerbread house of legend were her trademarks. She loved dancing from disco to ball room and shared her talents with her sons. And, as accomplished as she may have been at English style horse riding, it was her “motorhead” choices of transportation that made her stand out, from a splashy Spitfire to a retro VW Microbus, Judy knew how to turn heads with her many different classic motor vehicles over the years.
Survivors include her sons; Jeff D. Carter, Jr. & Eric W. Carter both of Valparaiso, sister, Susan (David) Rudy of Valparaiso, brother, William Garrett, grandchildren, Natalie & Jeffrey Carter, niece, Sarah, nephews, David & Jason and many loving friends. She was preceded in death by her parents.  
A visitation will be held Sunday from 1 – 4 pm at Moeller Funeral Home, Valparaiso. The funeral mass will begin at 11:00 am Monday directly at St. Teresa of Avila Catholic Center, 1511 LaPorte Ave., Valparaiso with burial following at Calumet Park Cemetery. Memorial donations may be made to St. Jude’s Children’s Hospital.
